In the event that a vacancy should occur in said archbishopric and an administrator shall be elected or appointed in accordance with the discipline and government of the Roman Catholic Church, such administrator shall, until the installation of a successor archbishop, be authorized to do and perform all acts which the corporation is authorized to do and perform. The election or appointment of such administrator shall be evidenced by a certificate signed by the Chan- cellor of the Archdiocese of Washington, duly acknowledged and filed with the Recorder of Deeds of the District of Columbia. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That, notwith- standing the provisions of the eleventh category of section 3 of the Immigration Act of February 5, 1917, as amended (8 U. S . C . 136 (e)), the Attorney General be, and he is hereby, authorized and directed to record the lawful admission for permanent residence of Lawrence Edgar Edwards as of April 7, 1946, the date upon which he was admitted temporarily to the United States at Detroit, Michigan. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That, in the admin- istration of the immigration and naturalization laws, the Attorney General is authorized and directed to cancel any warrants of arrest or orders of deportation proceedings which may have been commenced in the case of Thomas Camarda, a resident of Detroit, Michigan.
