The undersigned, plenipotentiaries of the Governments of the coun- tries above enumerated, being assembled in Congress at Paris by virtue of Article 13 of the Universal Postal Convention concluded 54 Stat2. . at Buenos Aires on May 23, 1939, have, by common consent and subject to ratification, revised the said Convention to read as follows:
