The Director-General shall lay before the next meeting of the Conference a summary of the information and reports communi- cated to him by Members in pur- suance of Articles 19 and 22. 2. Each Member shall commu- nicate to the representative or- ganisations recognised for the pur- pose of Article 3 copies of the in- formation and reports communi- cated to the Director-General in pursuance of Articles 19 and 22. Article 23 In the event of any representa- tion being made to the Inter- national Labour Office by an industrial association of employers or of workers that any of the Members has failed to secure in any respect the effective observ- ance v ithin its jurisdiction of any convention to which it is a party, the Governing Body may com- municate this representation to the Government against which it is made, and may invite that Government to make such state- ment on the subject as it may think fit.
