Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 2 of the Act entitled "An Act authorizing the State of Texas, acting through the State Highway Commission of Texas, or the successors thereof, to acquire, construct, maintain, and operate a free bridge across the Rio Grande at or near Del Rio, Texas', approved August 2, 1946, is hereby amended to read as follows: "SEC. 2 . The authority granted herein for construction of the bridge shall cease and be null and void unless the actual construction be com- menced within five years and completed within seven years from August 2, 1946, unless otherwise authorized by the Congress of the United States." [CHAPTER 381] AN ACT To amend the Civil Service Retirement Act of May 29, 1930, as amended, to authorize the exemption of certain employees of the Library of Congress and of the judicial branch of the Government whose employment is temporary or of uncertain duration. Be it enacted by the Senate and House of Representatives of the UnitedStates of Americain Congress assembled,That subsection 3 (c) of the Civil Service Retirement Act of May 29, 1930, as amended, is amended to read as follows: "(c) The provisions of this Act shall not apply to employees of the Senate or the House of Representatives whose employment is tempo- rary or of uncertain duration or to temporary employees of the Administrative Office of the United States Courts or of the courts specified in section 610 of title 28 of the United States Code; and the Architect of the Capitol and the Librarian of Congress are authorized to exclude from the operation of this Act any employees under the Office of the Architect of the Capitol and the Library of Congress, respectively, whose tenure of employment is temporary or of uncertain duration." Guerra, his heirs, legal representatives and assigns, by an Act of 60 Stat.748. Congress, approved July 31, 1946, is hereby extended until July 31, 1950. Construction of such bridge shall be commenced on or before such date and shall be prosecuted with reasonable diligence until same is completed. Rights reserved. . 2.
