Geophysical Institute, Alaska: For the establishment of a geo- physical institute at the University of Alaska, as authorized by the Act of July 31, 1946 (48 U. S. C. 175, 17 5a), $875,000, to be immediately available and to remain available until expended, which amount shall be for the payment of obligations incurred under authority provided under this head in the Independent Offices Appropriation Act, 1949. General Accounting Office Building, District of Columbia: For con- tinuation of construction of a building for the use of the General Accounting Office on square 518, in the District of Columbia, under the provisions of the Act of May 18, 1948 (Public Law 533), to remain available until expended, $5,000,000, which shall be for payment of obligations incurred under authority granted under this head in the Second Deficiency Appropriation Act, 1948. Federal Courts Building, District of Columbia: For the continua- tion of construction of a building for the use of the United States Court of Appeals for the District of Columbia and the District Court of the United States for the District of Columbia, as authorized by the Act of May 14, 1948 (Public Law 527), to remain available until expended, $5,000,000, which shall be for payment of obligations incurred under authority granted under this head in the Second Deficiency Appropriation Act, 1948. PUBLIC ROADS ADMINISTRATION General administrative expenses: For the employment of persons and means, including rent, advertising (including advertising in the city of Washington for work to be performed in areas adjacent thereto), purchase of periodicals, purchase of one hundred passenger motor vehicles for replacement only, health service program as authorized by law (5 U. S . C . 150), and the preparation, distribution, and display of exhibits, in the city of Washington and elsewhere for the purpose of conducting research and investigational studies, either independ- ently or in cooperation with State highway departments, or other agencies, including studies of highway administration, legislation, finance, economics, transport, construction, operation, maintenance, utilization, and safety, and of street and highway traffic control; investigations and experiments in the best methods of road making, especially by the use of local materials; studies of types of mechanical plants and appliances used for road building and maintenance, and of methods of road repair and maintenance suited to the needs of dif- ferent localities; for maintenance and repairs of experimental high- ways; for furnishing expert advice on these subjects; for collating, reporting, and illustrating the results of same; and for preparing, publishing, and distributing bulletins and reports; to be paid from any moneys available from the administrative funds provided under the Act of July 11, 1916, as amended (23 U. S . C . 21), or as otherwise provided.
