Locomotive inspection: For expenses necessary in the enforcement of the Act of February 17, 1911, entitled "An Act to promote the safety of employees and travelers upon railroads by compelling common carriers engaged in interstate commerce to equip their locomotives with safe and suitable boilers and appurtenances thereto", as amended (45 U. S . C . 22 -34), including personal services in the District of Colum- bia, and payment of claims pursuant to section 403 of the Federal Tort Claims Act (28 U. S . C . 2672), $674,500. INTERSTATE COMMISSION ON THE POTOMAC RIVER BASIN Contribution to Interstate Commission on the Potomac River Basin: To enable the Secretary of the Treasury to pay in advance to the Interstate Commission on the Potomac River Basin the Federal contri- bution toward the expenses of the Commission during the current fiscal year in the administration of its business in the conservancy district established pursuant to the Act of July 11, 1940 (54 Stat. 748), $5,000. NATIONAL ADVISORY COMMITTEE FOR AERONAUTICS Salaries and expenses: For necessary expenses of the Committee, including contracts, without regard to section 3709, Revised Statutes, as amended, for the making of special investigations and reports and for engineering, drafting and computing services; equipment, main- tenance, and operation of the Langley Aeronautical Laboratory, the Ames Aeronautical Laboratory, and the Lewis Flight Propulsion Laboratory; purchase and maintenance of cafeteria equipment; main- tenance and operation of aircraft; purchase of eight passenger motor vehicles for replacement only; printing and binding; personal services in the District of Columbia; services as authorized by section 15 of the Act of August 2, 1946 (5 IT. S . C . 55a); including $2,500 for payment of claims pursuant to section 403 of the Federal Tort Claims Act (28 U. S . C . 2672); and a health service program for employees as author- ized by law (5 U. S . C . 150); in all, $43,000,000: Provided, That statutory provisions prohibiting the payment of compensation to aliens shall not apply to any person whose employment by the Com- mittee shall be determined by the Chairman thereof to be necessary: Provided further, That aircraft and parts, equipment, and supplies may be transferred to the Committee by the Air Force, Army, and Navy without reimbursement. Construction and equipment: For construction and equipment at laboratories and research stations of the Committee, including the acquisition of that part of Wallops Island, Accomac County, Vir- ginia, not presently owned by the Government, and not to exceed one acre in the vicinity of Wallops Island, Accomac County, Virm'nia, adjoining land heretofore acquired by the Government, to be available until June 30 of the next succeeding year, $10,000,000, of which $7,277,200 shall be available for payments under contracts entered into pursuant to the contract authority under this head in the Independent 646 [63 STAT.
