I take pleasure in availing myself of this occasion, Excellency, to renew to you the assurances of my highest consideration. EXCELLENCY, I have the honor to refer to paragraph 3(c) of Article XXIV of the Treaty of Friendship, Commerce and Navigation between the United States of America and the Italian Republic signed at Rome on February 2, 1948, and to inform Your Excellency that it is the understanding of the Government of the United States of America that the provisions of the aforesaid Treaty relating to the treatment of goods do not preclude action by either of the parties thereto which is required or specifically permitted by the General Agreement on Tariffs and Trade [1] or by the Havana Charter for an International Trade Organization, [2] during such time as the party applying such meas- 'Dated Oct. 30, 1947.
