The International Frequency Registration Board shall be com- posed of independent members, all nationals of different countries, Members of the Union. Each ordinary administrative radio confer- ence shall determine the number of its members, and the method of their election with a view to ensuring a balanced selection of the mem- bers from the various parts of the world. 3. Members of the Board shall be elected by each ordinary admin- istrative radio conference according to the procedure established by that conference. 4. The working arrangements of the Board are defined in the Radio Regulations. 5. (1) The members of the Board shall serve, not as representatives of their respective countries, or of a region, but as custodians of an international public trust. (2) No member of the Board shall request or receive instructions relating to the exercise of his duties from any Government or a mem- ber thereof or from any public or private organization or person. Furthermore, each Member and Associate Member must respect the international character of the Board and of the duties of its members and shall refrain from any attempt to influence any of them in the exercise of their duties. (3) No member of the Board or of its staff shall participate in any manner or have any financial interest whatsoever in any branch of telecommunication, apart from the work of the Board. Article 7 Condition to be fulfilled before serving on the Administrative Council and the International Frequency Registration Board 1419 Composition. Election of mem- bers. Post, p. 1581 . 1. No person designated by an elected Member to serve on the Ad- ministrative Council or on the International Frequency Registration Board may exercise his functions until an instrument of ratification or of accession has been deposited by that Member or on its behalf. 2. Any country which ceases to be a Member of the Union for any reason whatsoever may not be represented in either the Administrative Council or the International Frequency Registration Board. 81939-52 -rr . 11 -9
