63 STAT.] MULTILATERAL--TELECOMMUNICATIONS-OCT. 2 , 1947 Rule 15 Postponed Proposals When a proposal or an amendment has been reserved or when its examination has been postponed, the Delegation sponsoring it shall be responsible for seeing that it is not subsequently overlooked. Rule 16 Voting Procedure in Sessions of the Plenary Assembly 1. In sessions of the Plenary Assembly each proposal or amend- ment shall be submitted to a vote after discussion. 2. For a valid vote to be taken at a session of the Plenary Assembly at least one-half of the delegations accredited to the Conference and having the right to vote must be present or represented at the session during which the vote is cast. 3. Voting shall take place by a show of hands. If a majority is not clearly apparent even after a recount has been taken, or if an individual count of the votes is requested, there shall be a roll call in the alphabetical order of the French names of the Members. 4. In sessions of the Plenary Assembly, no proposal or amend- ment shall be adopted unless it is supported by a majority of the delegations present and voting. In determining the number of votes required for a majority, abstentions shall not be taken into account. In case of a tie the measure shall be considered rejected. 5. Exceptions to the above rule shall be made with respect to mem- bership in the Union, in which case the procedure shall be in accord- ance with that prescribed in Article 1 of the Convention. If the number of abstentions exceeds one-half of the number of delegations present and voting, the measure shall be reconsidered at a subsequent session, at which time the abstentions shall not be taken into consideration. 7. If five or more delegations, present and entitled to vote, request, s B cret bl )uot when a vote is about to be taken, that it shall be taken by secret ballot, this shall be done. The necessary steps shall be taken to guarantee secrecy. Rule 17 Right of Vote and Voting Procedure in Committees 1. The right of vote in Committees shall be governed by Chapter 3 of the General Regulations. A*, P. 1497; 2.
