The Board shall keep a complete record of all official actions and minutes of all meetings; for which purpose the necessary personnel and facilities shall be provided by the General Secretary of the Union. A copy of all records and minutes of the Board shall be filed with the General Secretary of the Union and shall be available for public inspection. All records of the Board shall be kept in the official languages of the Union. 371 §6. Each country shall have the right to send, at its own expense, a technical representative to appear before the Board in support of, or in opposition to, any notice or other matter under consideration in which his country has a direct interest, 1743
