If there is a specialized international organization for a particular service, complaints and reports of irregular- ities and of infractions relating to interference caused by the stations in this service shall be addressed to such organization at the same time as to the administration or centralising office concerned. 391 §6. If the preceding actions do not produce satisfactory results, the administration concerned shall forward the file of the case to the International Frequency. Registration Board for information, and, if it so desires, it may request the Board to act in accordance with provisions 355. ARTICLE 15 Reports of Infringements 382§1. Infringements of the Convention or Radio Regula- tions are reported to their administration by the control or- ganization, stations, or inspectors detecting them. For this purpose they use forms similar to the specimen given in appendix 2. 393 §2. In the case of a station committing serious in- fringements, representations relating to them must be made to the administration of the country to which the station belongs, by the administrations which detect them. 394 §3. If an administration has information of an infringe- ment of the Convention or Radio Regulations, committed in a station which it has authorized, it ascertains the facts, fixes the responsibility, and takes the necessary action. 1751
