WHEREAS the said Treaty was duly ratified by the President of the United States of America on July 25, 1949, in pursuance of the aforesaid advice and consent of the Senate; Ante, p. 2246 . WHEREAS it is provided in Article 11 of the said Treaty that the Treaty shall enter into force between the states which have ratified it as soon as the ratifications of the majority of the signatories, includ- ing the ratifications of Belgium, Canada, France, Luxembourg, the Netherlands, the United Kingdom, and the United States, have been deposited; Deposit of instru- WHEREAS instruments of ratification were deposited with the ments of ratification. AND WHEREAS, pursuant to the aforesaid provisions of Article 11 of the said Treaty, the Treaty entered into force on August 24, 1949; Proclamation. Now, THEREFORE, be it known that I, Harry S. Truman, President of the United States of America, do hereby proclaim and make public the North Atlantic Treaty to the end that the same and each and every article and clause thereof shall be observed and fulfilled with good faith, on and after August 24, 1949 by the United States of America and by the citizens of the United States of America and all other persons subject to the jurisdiction thereof.
