AND WHEREAS, pursuant to the aforesaid provisions of Article 11 of the said Treaty, the Treaty entered into force on August 24, 1949; Proclamation. Now, THEREFORE, be it known that I, Harry S. Truman, President of the United States of America, do hereby proclaim and make public the North Atlantic Treaty to the end that the same and each and every article and clause thereof shall be observed and fulfilled with good faith, on and after August 24, 1949 by the United States of America and by the citizens of the United States of America and all other persons subject to the jurisdiction thereof.
