EXCELLENCY: I have the honor to refer to the Agreement between our two Govern- ments constituted by the exchange of notes dated August 5, 1948, providing for the establishment of a Sino-American Joint Commission on Rural Reconstruction in China. My Government proposes that the Agreement be extended until the date of termination of the Economic Aid Agreement between our two Governments concluded July 3, 1948, and that references in the exchange of notes to Section 407 of the China Aid Act of 1948 be deemed to include reference to Section 12 of Public Law 47, 81st Congress. This note and Your Excellency's reply accepting the above proposal will constitute an agreement between our two Governments.
