ADMINISTRATIVE EXPENSES

During the current fiscal year the Virgin Islands Corporation is hereby authorized to make such expenditures, within the limits of funds available to it and in accord with law, and to make such contracts and commitments without regard to fiscal-year limitations as provided by section 104 of the Government Corporation Control Act, as amended, as may be necessary in carrying out its programs as set forth in the budget for the fiscal year 1952: Provided, That not to exceed $130,000 shall be available for administrative expenses (to be computed on an accrual basis) of the Corporation, covering the categories set forth in the 1952 Budget estimates for such expenses. SEC. 301. No part of the money appropriated by this Act or by it made available for expenditure by the Virgin Islands Corporation which is in excess of 75 per centum of the amount required to pay the compensation of all persons which the budget estimates for personal services heretofore submitted to the Congress for the fiscal year 1952 contemplated would be employed by the Department of the Interior or the Virgin Islands Corporation during such fiscal year in the performance of— (1) functions performed by a person designated as an information specialist, information and editorial specialist, publications and information coordinator, press relations officer or counsel, photographer, radio expert, television expert, motionpicture expert, or publicity expert, or designated by any similar title, or (2) functions performed by persons who assist persons performing the functions described in (1) in drafting, preparing, editing, typing, duplicating, or disseminating public information publications or releases, radio or television scripts, magazine articles, photographs, motion pictures, and similar material, shall be available to pay the compensation of persons performing the functions described in (1) or (2): Provided, That this section shall not be construed as having application to the preparation for publication of reports and maps resulting from authorized scientific and engineering investigations and surveys, to photography incident to the compilation and reproduction of maps and reports, or to photocopying of permanent records for preservation. SEC. 302. No part of any appropriation contained in this Act shall be used to pay the compensation of any civilian employee of the Government in the District of Columbia whose duties consist of acting as chauffeur of any Government-owned passenger motor vehicle (owier than a bus or ambulance and two passenger motor vehicles assigned one to the Secretary and one to the Under Secretary), unless such appropriation is specifically authorized to be used for paying the compensation of employees performing such duties. SEC. 303. No part of any appropriation contained in this Act shall be used to pay the compensation of any employee engaged in personnel work in excess of the number that would be provided by a ratio of one such employee to one hundred and ten, or a part thereof, full-time, part-time, and intermittent employees of the agency concerned: Provided, That for purposes of this section employees shall be considered as engaged in personnel work if they spend half time or more in personnel administration consisting of direction and administration of the personnel program; employment, placement, and separation; job evaluation and classification; employee relations and services; training; committees of expert examiners and boards
