"All such wines containing more than 24 per centum of absolute alcohol by volume shall be classed as distilled spirits and shall pay tax accordingly." (2) SPAKKUNG WINES, LIQUEURS, AND CORDIALS.—Section 3030 26U*s.a^§3030{a) (*) i^) (tax on Sparkling wincs, liqueurs. and cordials) is hereby (2). amended as follows: (A) By striking out "after June 30, 1940, or which on July 1, 1940" and inserting in lieu thereof "on or after the effective date of section 452(a) of the Revenue Act of 1951, or which on such date"; (B) by striking out "10 cents on each one-half pint or fraction thereof" and inserting in lieu thereof "17 cents on each one-half pint or fraction thereof, except that on and after April 1, 1954, the rate shall be 15 cents on each oneh a l f p i n t or fraction thereof"; and (C) by striking out "5 cents on each one-half pint or fraction thereof" each place that it occurs and inserting in lieu thereof "12 cents on each one-half pint or fraction thereof, except that on and after April 1, 1954, the rate shall be 10 cents on each one-half pint or fraction thereof". 64 8^at.^525. ^ ^^^ (I,) FLOOR STOCKS.—Subchapter F of chapter 26 is hereby amended aseq. ' ' ' by inserting at the end thereof the following new section: "SEC. 3195. 1951 FLOOR STOCKS TAX ON WINES. " (a) Upon all wines upon which the internal revenue tax imposed by law has been paid, and which on the effective date of section 452 (a) of the Revenue Act of 1951 are held and intended for sale or for use in the manufacture or production of an article intended for sale, there shall be levied, assessed, collected, and paid a floor stocks tax at rates equal to the increases in rates of tax made applicable to such Ante, p. 525. articles by section 452(a) of the Revenue Act of 1951. "(b) RETURNS.—Under such regulations as the Secretary shall prescribe, every person required by subsection (a) to pay any floor stocks tax shall, on or before the end of the thirtieth day following the effective date of section 452(a) of the Revenue Act of 1951 make a return and shall, on or before the first day of the third month following such effective date, pay such tax. Payment of the tax shown to be due may be extended to a date not later than the first day of the tenth month following the effective date of section 452(a) of the Revenue Act of 1951, upon the filing of a bond for payment thereof in such form and amount and with such surety or sureties as the Secretary may prescribe. "(c) LAWS APPLICABLE.—All provisions of law, including penalties, Ante, p. 526. applicable in respect of the taxes imposed by section 3030(a) shall, insofar as applicable and not inconsistent with this section, be applicable with respect to the floor stocks tax imposed by subsection (a).
