For expenses necessary for the establishment of facilities for forest fire control operations pursuant to the Act of October 24, 1951 (Public Law 198), $700,000, to remain available until expended; Provided, That the amount made available herein shall be the full cost of the acquisition of land and construction of facilities: Provided further, That hereafter the authorization granted in section 3 of said Act to enter into contracts for the foregoing purposes shall not be exercised. For an additional amount for "Operation and maintenance", $240,000; and the limitation under this head in the Interior Departmeut Appropriation Act, 1952, on the amount available for personal services is increased from "$3,983,862" to "$4,264,862". For an additional amount for "Management of lands and resources", $250,000; and the restrictions contained within the Interior Departmeut Appropriation Act, 1952, limiting the amounts which may be expended from appropriations to the Bureau of Land Management for personal services, are hereby waived to the extent necessary to meet the cost of fire suppression.
