General administration, supervision and instruction: For expenses necessary for the administration of and supervision and instruction , in the public school system of the District of Columbia including the education of foreigners of all ages in the Americanization schools; not to exceed $65,000 for the purchase, cleaning, and repair of athletic apparel and accessories; subsistence supplies for pupils enrolled in classes for crippled children; maintenance and instruction of deaf, , dumb and blind children of the District of Columbia by contract entered into by the Commissioners upon recommendation by the Board of Education of the District of Columbia; transportation of children attending schools or classes established for physically handicapped pupils; for carrying out the provisions of the Act of December 16, 10 USC 9 1 4 a 1944 (58 Stat. 811); distribution of surplus commodities and relief note. milk to public and charitable institutions, and for the carrying out, under regulations to be prescribed by the Board of Education, of a "penny milk" program for the school children of the District, including the purchase and distribution of milk under agreement with the United States Department of Agriculture; $19,201,600, of which $3,000 shall be available for the services of experts and consultants as 5 USC 55a. authorized by section 15 of the Act of August 2, 1946 (60 Stat. 810), but at rates not exceeding $50 per diem plus travel expenses for such individuals: Provided, That the compensation for summer school personnel may be charged to the appropriation for the fiscal year in which the pay periods end: Provided further.. That collections from the milk program shall be paid to the Collector of Taxes, District of Columbia, for deposit in the Treasury of the United States to the credit of the District.
