premiums shall be credited to this appropriation as provided by the Act. Servicemen's indemnities: For payment of liabilities under the Servicemen's Indemnity Act of 1951, $18,000,000, to remain available until expended. Veterans miscellaneous benefits: For the payment of burial awards authorized by Veterans Administration Regulation Numbered 9 (a), as amended, and for supplies, equipment, and tuition authorized by part VII and payments authorized by part IX of Veterans Administration Regulation Numbered 1 (a), as amended, $35,743,000, to remain available until expended. Grants to the Republic of the Philippines: For payment to the Republic of the Philippines of grants in accordance with the Act of July 1, 1948 (50 U.S.C. App. 1991-1996), for expenses incident to medical care and treatment of veterans, $1,731,000, and in addition thereto not exceeding $769,000 of the unobligated balance for this purpose for the fiscal year 1953. Supply fund: For establishment of a revolving supply fund effective July 1, 1953, to be available without fiscal year limitation for all expenses necessary for the operation and maintenance of a supply system for the Veterans Administration including procurement of supplies and equipment, and personal services, the Administrator is authorized to capitalize, at fair and reasonable values as determined by him, all supplies and materials and depot stocks of equipment on hand or on order: Provided, That the fund shall be (1) reimbursed for the cost of all services, equipment and supplies furnished appropriations at rates determined by the Administrator on the basis of estimated or actual direct and indirect cost; (2) credited with advances from appropriations to which services or supplies are to be furnished, and all other receipts resulting from the operation of the fund including the proceeds of disposal of scrap, excess or surplus personal property of the fund, and receipts from carriers and others for loss of or damage to personal property: Provided further, That following the close of each fiscal year any net income after making provision for prior losses, if any, shall be covered into the Treasury of the United States as miscellaneous receipts: Provided further, That an adequate system of accounts for the fund shall be maintained on the accrual method and financial reports prepared on the basis of such accounts, and that an annual business type budget shall be prepared for the operations under this fund. Not to exceed 5 per centum of any appropriation for the current fiscal year for "Compensation and pensions", "Readjustment benefits", "Military and naval insurance", "National service life insurance", and "Servicemen's indemnities", may be transferred, to any other of the mentioned appropriations, but not to exceed 10 per centum of the appropriation so augmented. Appropriations available to the Veterans Administration for the current fiscal year for salaries and expenses shall be available for services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C.55a). _

Appropriations available to the Veterans Administration for the current fiscal year for "Maintenance and operation of hospitals", "Maintenance and operation of domiciliary facilities", and "Outpatient care", shall be available for funeral, burial, and other expenses incidental thereto (except burial awards authorized by Veterans Administration Regulation Numbered 9 (a), as amended), for beneficiaries of the Veterans Administration receiving care under such appropriations.
