CHAPTER 296 AN ACT
Making appropriations for the Departments of Labor, and Health, Education, and Welfare, and related independent agencies, for the fiscal year ending June 30, 1954, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following sums are appropriated, out of any money in the Treasury not otherwise appropriated, for the Departments of Labor, and Health, Education, and Welfare, and related independent agencies, for the fiscal year ending June 30, 1954, namely: TITLE I — DEPARTMENT OF LABOR

OFFICE OF THE SECRETARY
Salaries and expenses: For expenses necessary for the Office of the Secretary of Labor (hereafter in this title referred to as the Secretary), including services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a); teletype news service; any payment in advance when authorized by the Secretary for dues or fees for library membership in organizations whose publications are available to members only or to members at a price lower than to the general public; $1,350,000.

OFFICE OF THE SOLICITOR
Salaries and expenses: For expenses necessary for the Office of the Solicitor, $1,475,000: Provided, That hereafter the compensation of the Solicitor shall be at a rate equal to the rate established by law for grade GS-18. BUREAU OF LABOR STANDARDS
Salaries and expenses: For expenses necessary for the promotion of industrial safety, employment stabilization, and amicable industrial relations for labor and industry; performance of safety functions of the Secretary under the Federal Employees' Compensation Act, as amended (5 U.S.C. 784 (c)); performance of the functions vested in the Secretary by title I of the Labor-Management Relations Act, 1947 (29 U.S.C. 159 (f) and (g)); and not to exceed $70,000 for the work of the President's Committee on National Employ the Physically Handicapped Week, as authorized by the Act of July 11, 1949 (63 Stat. 409), including purchase of reports and of material for informational exhibits and expenses of attendance of cooperating officials and consultants at conferences concerned with the work of the Bureau of Labor Standards; $700,003.

Salaries and expenses: For expenses necessary to render assistance in connection with the exercise of reemployment rights under section 8 of the Selective Training and Service Act of 1940, as amended (50 U.S.C. App. 308), the Service Extension Act of 1941, as amended, the Army Reserve and Retired Personnel Service Law of 1940, as amended, and section 9 of the Universal Military Training and Service Act, and, under the Act of June 23, 1943, as amended (50 U.S.C. App. 1472), of persons who have performed service in the Merchant Marine, $300,000.
