AN ACT ' Making appropriations for the Executive OflSce and s u n d r y independent executive bureaus, boards, commissions, corporations, agencies, and offices, for the fiscal year ending June 30, 1954, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following XpiM-opriation Act, suHis are appropriated, out of any money in the Treasury not otherwise appropriated, for the Executive Office and sundry independent executive bureaus, boards, commissions, corporations, agencies, and offices, for the fiscal year ending June 30, 1954, namely: F i r s t Inde' p e n d e n t Offices

EXECUTIVE OFFICE OF THE PRESIDENT

For compensation of the President, including an expense allowance at the rate of $50,000 per annum, as authorized by the Act of January 19, 1949 (3 U.S.C. 102), $150,000. THE WHITE HOUSE OFFICE

Salaries and expenses: For expenses necessary for The White House Office, including not to exceed $120,000 for services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), at such per diem rates for individuals as the President may specify, and other personal services without regard to the provisions of law regulating the employment and compensation of persons in the Government service; and travel and official entertainment expenses of the President, to be accounted for solely on his certificate; $1,800,000. EMERGENCY F U N D FOR THE PRESIDENT NATIONAL DEFENSE
For expenses necessary to enable the President, through such officers or agencies of the Government as he may designate, and without regard to such provisions of law regarding the expenditure of Government funds or the compensation and employment of persons in the Government service as he may specify, to provide in his discretion for emergencies affecting the national interest, security, or defense which may arise at home or abroad during the current fiscal year, $300,000, together with the unobligated balance in such fund on June 30, 1953: Provided, That no part of this appropriation shall be available for allocation to finance a function or project for which function or project a budget estimate of appropriation was transmitted pursuant to law during the Eighty-third Congress and such appropriation denied after consideration thereof by the Senate or House of Representatives or by the Committee on xVppropriations of either body. EXECUTIVE MANSION AND GROUNDS
For the care, maintenance, repair and alteration, refurnishing, improvement, heating and lighting, including electric power and fixtures, of the Executive Mansion and the Executive Mansion grounds, and traveling expenses, to be expended as the President may determine, notwithstanding the provisions of this or any other Act, $356,184.
