current fiscal year shall be paid to any State on account of any project on which convict labor shall be employed, but this provision shall not apply to labor performed by convicts on parole or probation. During the current fiscal year authorized engineering or other services in connection with the survey, construction, and maintenance, or improvement of roads may be performed for other Government agencies, cooperating foreign countries and State cooperating agencies and reimbursement for such services (which may include depreciation on engineering and road-building equipment used) shall be credited to the appropriation concerned. During the current fiscal year appropriations for the work of the Bureau of Public Roads shall be available for expenses of warehouse maintenance and the procurement, care, and handling of supplies, materials, and equipment for distribution to projects under the supervision of the Bureau of Public Roads, or for sale or distribution to other Government activities, cooperating foreign countries and State cooperating agencies, and the cost of such supplies and materials or the value of such equipment (including the cost of transportation anc handling) may be reimbursed to current applicable appropriations. Appropriations to the Bureau of Public Roads may be used in emergency for medical supplies and services and other assistance necessary for the immediate relief of employees engaged on hazardous work under that Bureau, and for temporary services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), but at rates for individuals not in excess of $100 per diem.

NATIONAL BUREAU OF STANDARDS

For expenses necessary in carrying out the provisions of the Act approved March 3, 1901, as amended (15 U.S.C. 271-278c), including improvements to buildings, grounds, and other plant facilities, as authorized by section 2 of the Act of July 21, 1950 (15 U.S.C. 286); building of temporary experimental structures; and purchase (not to exceed three for replacement only) of passenger motor vehicles; and not to exceed $50,000 for services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a) at rates not to exceed $50 per diem for individuals; as follows: Operation and administration: For the general operation and administration of the Bureau; improvement and care of the grounds; plant equipment; and maintenance and protection of buildings, including repairs and alterations thereto; $1,000,000. Research and testing: For research, testing and other activities, as authorized by the Act of July 22, 1950 (15 U.S.C. 272), and not otherwise provided for, $3,000,000. Radio propagation and standards: For development and maintenance of primary standards of measurement of electrical quantities at radio frequencies; calibrating and certifying radio measuring instruments, apparatus, and standards in terms of the national primary standards; investigation of the phenomena affecting the propagation of radio waves; and the broadcasting of radio signals of standard frequency; $2,000,000: Provided, That during the current fiscal year the maximum base rate of compensation for employees appointed pursuant to the Act of July 21, 1950 (15 U.S.C. 283), shall be $7,040 per annum. Construction of laboratories: For an additional amount for relocation of laboratories, $440,000.
