Subject to all valid existing rights, the lands owned by the United States within the following-described areas are hereby added to and reserved as a part of the Olympic National Park; and the lands within such areas which are not now owned by the United States shall become a part of such park upon acquisition of title thereto by the United States: WILLAMETTE MERIDIAN,
