Officers, and Committees of the House, and Clerk Hire for Members shall be the permanent law with respect thereto: Provided further, That the provisions relating to positions and salaries thereof carried in H. Res. 118,221,254, 355, 364, 392,401, 427,428,474, 486, and 554 of the Eighty-third Congress shall be the permanent law with respect thereto. SEC. 104. No part of any appropriation contained in this Act shall be paid as compensation to any person appointed after June 30, 1935, as an officer or member of the Capitol Police who does not meet the standards to be prescribed for such appointees by the Capitol Police Board: Provided, That the Capitol Police Board is hereby authorized to detail police from the House Office, Senate Office, and Capitol Buildings for police duty on the Capitol Grounds. SEC. 105. After June 30, 1954, when any person who has been elected a Representative in Congress dies after the commencement of the Congress to which he has been elected, the Sergeant at Arms of the House of Representatives shall pay to the widow, or widower, of such person, or if there is no widow, or widower, to the next of kin or heirs-at-law of such person, any unpaid balance of salary or other sums due such person at the time of his death. SEC. 106. This title may be cited as the "Legislative Appropriation Act, 1955". TITLE II—THE JUDICIARY

For the Chief Justice and eight Associate Justices, and all other oflScers and employees, whose compensation shall be fixed by the Court, except as otherwise provided by law, and who may be employed and assigned by the Chief Justice to any office or work of the Court, $1,016,000. PRINTING A N D BINDING SUPREME COURT REPORTS

For printing and binding the advance opinions, preliminary prints, and bound reports of the Court, $91,200. PREPARATION OF RULES FOR CIVIL PROCEDURE

For expenses of the Supreme Court incident to proposed amendments or additions to the rules of civil procedure for the United States District Courts pursuant to title 28, United States Code, section 2072, to be expended as the Chief Justice in his discretion may approve, including personal services in the District of Columbia, printing and binding, and per diem allowances in lieu of actual expenses for subsistence at rates to be fixed by him not to exceed $15 per day, $4,300, which, together with the unexpended balance of funds appropriated under this head in the Second Supplemental Appropriation Act, 1953, shall remain available until June 30, 1955. MISCELLANEOUS EXPENSES

For miscellaneous expenses to be expended as the Chief Justice may approve, $52,650. CARE OF THE BUILDINGS A N D GROUNDS

For such expenditures as may be necessary to enable the Architect of the Capitol to carry out the duties imposed upon him by the Act
