specifications approved by the Secretary of the Army for use as a new depot facility, and a sum of money representing, in the opinion of the Secretary of the Army, (1) the amount by which the fair market value of the property so conveyed by the Secretary of the Army exceeds the fair market value of the land with the building and improvements thereon accepted in exchange therefor, and (2) the cost of moving the depot activity to the new depot facility. The money to be received by the Secretary of the Army in connection with such exchange shall be covered into the Treasury as a miscellaneous receipt, except that such amount thereof as represents the cost of moving the depot activity to the new depot facility shall be credited to the appropriation to which such cost is charged. Naval Mine Countermeasures Station, Panama City, Florida: Waterfront and technical facilities, $1,254,000.
