concerned shall fix and pay a uniform rate per pound for the ocean transportation of all relief packages of food or other general classification of commodities shipped to the Ryukyus regardless of methods of shipment and higher rates charged by particular agencies of transportation, but this proviso shall not apply to shipments made by individuals to individuals: Provided further., That the President may transfer to any other department or agency any function or functions provided for under this appropriation, and there shall be transferred to any such department or agency without reimbursement and without regard to the appropriation from which procured, such property as the Director of the Bureau of the Budget shall determine to relate primarily to any function or functions so transferred. OPERATIONS

For necessary expenses, not otherwise provided for, in carrying out the provisions of the Federal Civil Defense Act of 1950, as amended (50 U.S.C. App. 2251-2297), including services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a); reimbursement of the Civil Service Commission for full field investigations of employees occupying positions of critical importance from the standpoint of national security; expenses of attendance at meetings concerned with civil defense functions; reimbursement of the General Services Administration for security guard services; not to exceed $9,000 for the purchase of newspapers, periodicals, and teletype news services; and not to exceed $6,000 for emergency and extraordinary expenses to be expended under the direction of the Administrator for such purposes as he deems proper, and his determination thereon shall be final and conclusive; $10,025,000. For financial contributions to the States, not otherwise provided for, pursuant to subsection (i) of section 201 of the Federal Civil Defense Act of 1950, as amended, to be equally matched with State funds, $12,000,000, to remain available until June 30, 1956: Provided, That not to exceed $1,300,000 of the unobligated balance of the 1954 appropriation for this purpose shall remain available until June 30, 1955.
