Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That, for the purposes of the immigration and naturalization laws, Andor Gellert shall be held and considered to have been lawfully admitted to the United States for permanent residence as of the date of the enactment of this Act, upon the payment of the required visa fee. Upon the granting of permanent residence to such alien as provided for in this Act, the Secretary of State shall instruct the proper quota-control officer to deduct one number from the appropriate quota for the first year that such quota is available. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That, notwithstanding the provision of section 212(a)(9) of the Immigration and Nationality Act, Elizabeth Just Mayer may be admitted to the United States for permanent residence if she is found to be otherwise admissible under the provisions of that Act: Provided, That this exemption shall apply only to a ground for exclusion of which the Department of State or the Department of Justice have knowledge prior to the enactment of this Act. CHAPTER 522

AN ACT Authorizing the President to present a gold medal to Irving Berlin.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled., That the President is authorized to present, but not in the name of Congress, a gold medal of appropriate design to Irving Berlin, in recognition of his services in composing many patriotic songs, including God Bless America, which became popular during World War II. The Secretary of the Treasury shall strike and furnish such medal to the President. SEC. 2. There is authorized to be appropriated the sum of $1,500 to carry out this Act. Approved July 16, 1954.
