(5) "key position" means an existing position, described in section 208 of this Act; (6) "salary level" means the numerical standing in the Postal Field Service Schedule assigned to a position in the postal field service; (7) "basic salary" means the rate of annual or hourly compensation specified by law, exclusive of overtime, night differential, and longevity compensation; (8) "basic compensation" means basic salary plus longevity compensation; and (9) "persons" has the meaning prescribed for such word in section 1 of title 1 of the United States Code.

SEC. 102. This Act applies to all positions and employees in the postal field service. TITLE II—RANKING OF POSITIONS ADMINISTRATION

SEC. 201. (a) The Postmaster General shall determine the personnel requirements of the postal field service, and fix the number of supervisors and other employees in such service, except that not more than one assistant postmaster may be employed at any post office. He shall define the various positions other than the key positions specified in section 203 of this Act and the standard positions of postmaster in a fourth-class office and rural carrier. Pie shall assign each such position to its appropriate salary level in the Postal Field Service Schedule. He shall ascertain the appropriate salary level of a position (1) by comparing the duties, responsibilities, and work requirements of the position with the duties, responsibilities, and work requirements of key positions described in section 203 of this Act, and (2) by ranking the position in relation to the key position most closely comparable in terms of the level of duties, Tesponsibilities, and work requirements. (b) I n ranking positions, the Postmaster General shall apply the principle of equal pay for substantially equal work and give effect to substantial differences in difficulty of the work to be performed, in the degree of responsibility to be exercised, in the scope and variety of tasks involved, and in the conditions of performance. (c) There shall not at any one time be more than forty employees in i7!2o,reJtricaoni! positions assigned to salary level 17, twelve employees in positions assigned to salary level 18, four employees in positions assigned to salary level 19, or fifteen employees in positions assigned to salary level 20. (d) The Postmaster General's determinations under this section shall be the basis for the payment of compensation and for personnel transactions. APPEALS

SEC. 202. Any employee, either individually or together with one or more other employees with a similar grievance, may appeal at any time, in person or through his representative specifically designated for that purpose, to the United States Civil Service Commission to review (1) if such employee is in a position other than a key position described in section 203 of this Act, any action taken by the Postmaster General under section 201 of this Act, in order to determine whether his position has been placed in its appropriate salary level in accordance with such section, and (2) if such employee is in a key position
