(36) POSITION.—POSTMASTER, FIRST-CLASS OFFICE—LEVEL 13. B A S I C F U N C T I O N. — I s responsible for all operations of a

first-class

)Ost office, i n c l u d i n g the direction and supervision of m a i l s, finance, )uildings, personnel, and r e l a t e d services i n the m a i n p o s t office, stations, and b r a n c h e s. T h i s office has a p p r o x i m a t e l y one h u n d r e d and e i g h t y employees, annual receipts of $1,000,000, t w e n t y - o n e (xove r n m e n t - o w n e d vehicle u n i t s, t h r e e classified s t a t i o n s, and sixty-five c a r r i e r routes w i t h i n i t s jurisdiction.

D U T I E S AND RKSPONSIBILITIES.—

(A) O r g a n i z e the post office to i n s u r e e x p e d i t i o u s h and l i n g of the m a i l s and to p r o v i d e efficient and courteous p o s t a l service to p a t r o n s. (B) R e p r e s e n t s the P o s t Office Department in i t s relationships w i t h the p u b l i c i n the area. (C) A p p o i n t s personnel to serve in the post office w i t h i n the l i m i t s p r e s c r i b e d by Department a l and Civil Service R e g u l a t i o n s; determines that p e r s o n n e l a r e carefully selected and a d e q u a t e l y t r a i n e d for the i r respective positions. (D) S u p e r v i s e s the administration of the Efficiency A p p r a i s a l S y s t e m and is responsible for m a i n t a i n i n g s a t i s f a c to r y employee r e l a t i o n s w i t h representative s of employee organizations and i n d i v i d u a l employees. (E) Reviews estimates of m a n p o w e r needs and operating allowances, s u b m i t s requests and r e c o m m e n d a t i o n s as r e q u i r e d, and determines that operations a r e efficiently c a r r i e d o u t and expenditures a u t h o r i z e d i n a c c o r d a n c e with a p p r o v e d estimates. (F) P r o v i d e s for the s a f e g u a r d i n g of all moneys, the operation and m a i n t e n a n c e of equipment and other facilities of the post office, and for the expenditure of funds i n accordance w i t h applicable laws and regulations. (G) A p p r o v e s requisitions for s u p p l i e s and equipment s u b m i t t e d by operating officials of the p o s t office for submission to the S u p p l y Center or the Department. ORGANIZATIONAL RELATIONSHIPS. — Administrative l y r e s p o n s i b l e to

D U T I E S AND RESPONSIBILITIES.—

(A) Part i c i p a t e s i n the organization and m a n a g e m e n t of the office to i n s u r e e x p e d i t i o u s h and l i n g of the m a i l s and to p r o v i d e courteous and efficient service to p a t r o n s. (B) R e v i e w s and evaluates r e c o m m e n d a t i o n s r e f e r r e d to the postm a s t e r by s u b o r d i n a t e s ' w i t h respect to p r o m o t i o n s and d i s c i p l i n i n g of p o s t office p e r s o n n e l; g e n e r a l l y oversees the t r a i n i n g of all p e r s o n n e l for the i r respective positions. (C) D i r e c t s a c o n t i n u o u s a u d i t program c o n c e r n i n g the accounta b i l i t y of responsible finance employees of the office. (D) R e v i e w s estimates of m a n p o w e r needs and operating allowances for action of the p o s t m a s t e r. (E) Analyzes and reports to the postmaster the daily manpower expenditures and i s responsible through designated s u b o r d i n a t e s for
