INTERNATIONAL FISHERIES COMMISSIONS

For expenses, not otherwise provided for, necessary to enable the United States to meet its obligations in connection with participation in international fisheries commissions pursuant to treaties or conventions, and implementing Acts of Congress; $455,000: Provided, That the United States share of such expenses may be advanced to the respective commissions: Provided further, That this appropriation shall not be used to pay the expenses of attendance at official international conferences. For necessary expenses, not otherwise provided for, to enable the Department of State to carry out international educational exchange activities, as authorized by the United States Information and Educational Exchange Act of 1948 (22 U.S.C. 1431-1479), and the Act of August 9, 1939 (22 U.S.C. 501), and to administer the programs authorized by section 32(b)(2) of the Surplus Property Act of 1944, as amended (50 U.S.C. App. 1641 (b)), the Act of August 24, 1949 (20 U.S.C. 222-224), and the Act of September 29, 1950 (20 U.S.C. 225), including salaries, expenses, and allowances of personnel and dependents as authorized by the Foreign Service Act of 1946, as amended (22 U.S.C. 801-1158); expenses of attendance at meetings concerned with activities provided for under this appropriation; hire of passenger motor vehicles; entertainment within the United States (not to exceed $1,000); services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a); advance of funds notwithstanding section 3648 of the Revised Statutes as amended; and actual expenses of preparing and transporting to their former homes the remains of persons, not United States Government employees, who may die away from their homes while participating in activities authorized under this appropriation; $18,000,000, of which not less than $8,000,000 shall be used to purchase foreign currencies or credits owed to or owned by the Treasury of the United States: Provided, That not to exceed $3,300,000 may be used for administrative expenses during the current fiscal year. For expenses, not otherwise provided for, necessary to meet the responsibilities and obligations of the United States in Germany and Austria (including those arising under the supreme authority assumed by the United States on June 5, 1945, and under contractual arrangements with the Federal Republic of Germany), under such regulations as the Secretary of State may prescribe, including one deputy to the United States chief of mission in Germany at a salary of $17,500 and the United States Member of the Board for the Validation of German Bonds in the United States at a salary of $14,800; services ag authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), at rates not in excess of $50 per diem for individuals; payment of tort claims, in the manner authorized in the first paragraph of section 2672, as amended, of title 28 of the United States Code when such claims arise in foreign countries; expenses for translation and reproduction rights; acquisition, maintenance, operation, and distribution of rehabilitation materials and equipment for Germany and Austria; medical and health assistance for the civilian population of Germany and Austria; expenses incident to maintaining discipline and order (including trial and punishment by courts established by or under authority of the President); purchase^ rental, operation,
