For necessary expenses, not otherwise provided for, of the Small Business Administration, including expenses of attendance at meetings concerned with the purposes of this appropriation and hire of passenger motor vehicles, $2,000,000; and in addition there may be transferred to this appropriation not to exceed $2,865,000 from the Revolving Fund, Small Business Administration, and not to exceed $535,000 from the fund for Liquidation of Reconstruction Finance Corporation Disaster Loans, Small Business Administration, for administrative expenses in connection with activities financed under said funds: Provided, That the amount authorized for transfer from the Revolving Fund, Small Business Administration, may be increased, with the approval of the Bureau of the Budget, by such amount as may be required to finance administrative expenses incurred in the making of disaster loans. For additional capital for the Revolving Fund authorized by the Small Business Act of 1953, as amended, to be available without fiscal year limitation, $25,000,000: Provided, That this appropriation and the appropriation to the Small Business Administration for "Salaries and expenses", for the fiscal year 1956, shall be available only upon the enactment into law of S. 2127, Eighty-fourth Congress, first session, or similar legislation, continuing the Small Business Administration during the fiscal year 1956. That part of title III of Public Law 121, Eighty-fourth Congress, approved June 30, 1955, which pertains to the appropriation for the Tariff Commission for the fiscal year ending June 30, 1956, is hereby amended by changing the period at the end thereof to a colon and adding the following additional proviso: •And provided further, That that part of the foregoing appropriation which is for expenses of travel shall be available, when specifically authorized by the Chairman of the Tariff Commission, for expenses of attendance at meetings of organizations concerned with the functions and activities of the said Commission".
