"§ 46. Transportation of water hyacinths. "(a) Whoever knowingly delivers or receives for transportation, or transports, in interstate commerce, alligator grass (alternanthera philoxeroides), or water chestnut plants (trapa natans) or water hyacinth plants (eichhornia crassipes) or the seeds of such grass or plants; or "(b) Whoever knowingly sells, purchases, barters, exchanges, gives, or receives any grass, plant, or seed which has been transported in violation of subsection (a); or "(c) Whoever knowingly delivers or receives for transportation, or transports, in interstate commerce, an advertisement, to sell, purchase, barter, exchange, give, or receive alligator grass or water chestnut plants or water hyacinth plants or the seeds of such grass or plants— "Shall be fined not more than $500, or imprisoned not more than six months, or both. "SEC. 2. (a) The analysis of part I of title 18, United States Code, is amended by striking out " 'Chapter 3. Animals, birds, and fish' and inserting in lieu thereof " 'Chapter 3. Animals, birds, fish, and plants'. "(b) The analysis of chapter 3 of title 18 is amended by striking out the heading " 'CHAPTER 3. ANIMALS, BIRDS, AND FISH'

and inserting in lieu thereof " 'CHAPTER 3. ANIMALS, BIRDS, FISH, AND PLANTS';

CHAPTER 826

AN ACT To increase the fees of witnesses in the United States courts and before United States commissioners, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 1821 of title 28, United States Code, is hereby amended to read as follows: "§ 1821. Per diem and mileage generally; subsistence "A witness attending in any court of the United States, or before a United States commissioner, or before any person authorized to take his deposition pursuant to any rule or order of a court of the United States, shall receive $4 for each day's attendance and for the time necessarily occupied in going to and returning from the same, and 8 cents per mile for going from and returning to his place of residence. Regardless of the mode of travel employed by the witness, computation of mileage under this section shall be made on the basis of a uniform table of distances adopted by the Attorney General. Witnesses who are not salaried employees of the Government and who are not in custody and who attend at points so far removed from their respective residence as to prohibit return thereto from day to day shall be entitled to an additional allowance of $8 per day for expenses of subsistence including the time necessarily occupied in going to and re-
