SEC. 108. Section 214(a)(3) of the Social Security Act is amended to read as follows: individu^'\"'"'*** "(^) Iri the case of any individual who did not die prior to January 1, 1955, the term 'fully insured individual' means any individual who meets the requirements of paragraph (2) and, in addition, any individual with respect to whom all but four of the quarters elapsing after 1954 and prior to (i) July 1, 1957, or (ii) if later, the quarter in which he attained retirement age or died, whichever first occurred, are quarters of coverage, but only if not fewer than six of such quarters so elapsing are quarters of coverage." SEC. 109. (a) Section 215(b)(4) of the Social Security Act is amended by striking out the last sentence and by striking out "four" in the first sentence and inserting in lieu thereof "live". (b) The amendment made by subsection (a) shall apply in the case of monthly benefits under section 202 of the Social Security Act, and the lump-sum death payment under such section, based on the wages and self-employment income of an individual— (1) who becomes entitled to benefits under subsection (a) of such section on the basis of an application filed on or after the date of enactment of this Act; or (2) who is (but for the provisions of subsection (f)(6) of section 215 of the Social Security Act) entitled to a recomputation of his primary insurance amount under subsection (f)(2)(A) of such section 215 based on an application filed on or after the date of enactment of this Act; or (3) who dies without becoming entitled to benefits under subsection (a) of such section 202 and no individual was entitled to survivor's benefits and no lump-sum death payment was payable under such section 202 on the basis of an application filed prior to such date of enactment; or (4) who dies on or after such date of enactment and whose survivors are (but for the provisions of subsection (f)(6) of such section 215) entitled to a recomputation of his primary insurance amount under subsection (f)(4)(A) of such section 215; or (5) who dies prior to such date of enactment and (A) whose survivors are (but for the provisions of subsection (f)(6) of such section 215) entitled to a recomputation of his primary insurance amount under subsection (f)(4)(A) of such section 215, and (B) on the basis of whose wages and self-employment income no individual was entitled to survivor's benefits under such section 202, and no lump-sum death payment was payable under such section, on the basis of an application filed prior to such date of enactment and no individual was entitled to such a benefit, without the filing of an application for the month in which this Act is enacted or any month prior thereto.
