GENERAL I'ROVISION

Notwitlistanding the provisions of any other law, the unexpended bahmces of appropriations for the fiscal year 1955 and succeeding fiscal years which are subject to disbursement by the Secretary of the Senate or the Clerk of the House of Representatives shall be withdrawn as of June 30 of the second fiscal year following the year for which provided. Unpaid obligations chargeable to any of the balances so withdrawn or appropriations for piior years shall be liquidated from any appropriations for the same general purpose, which, at the time of payment, are available for disbursement. CHAPTER XII CLAIMS FOR DAMAGES, A U D I T E D C L A I M S, A N D JUDGMENTS For payment of claims for damages as settled and determined by departments and agencies in accord with law, audited claims certified to be due by the General Accounting Office, and judgments rendered against the United States by United States district courts and the Ignited States Court of Claims, as set forth in House Document Numbered 156, Eighty-fifth Congress, and Senate Document Numbered 88, P2ighty-fifth Congress, $4,215,776, together with such amounts as may be necessary to pay interest (as and Avhen specified in such judgments or in certain of the settlements of the General Accounting Office or provided by law) and such additional sums due to increases in rates of exchange as may be necessary to pay claims in foreign currency: Provided, That no judgment herein appropriated for shall be paid until it shall have become final and conclusive against the United States by failure of the parties to appeal or otherwise: Provided further, That, unless otherwise specifically required by law or by the judgment, payment of interest wherever appiopriated for herein shall not continue for more than thirty days after the date of approval of this Act. Conveyance.

AN ACT To authoiize and direct the Secretary of Agriculture to convey to the University of Missouri, for agricultural purposes, certain real property in Callaway County, Missouri.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of Agriculture is authorized and directed to convey by quitclaim deed to the University of Missouri, without cost, the real property, together with the buildings and improvements thereon, constituting the United States Department of Agriculture Midwest Claypan Experiment Station located at McCredie in the County of Callaway, State of Missouri, which property is more particularly described as follows: The east half of the southwest quarter of section 10, and 140 acres, more or less, being all that part of the southeast quarter of section 10, lying west of the center of the Fulton and Mexico road; Also 14.90 acres being that part of the east half of the northeast quarter of section 10 lying south of the McCredie and Williamsburg road;
