ning of water supply facilities, including continuing raw-water conduit rehabilitation, utility relocations, and plant system rearrangements and interconnections; rehabilitation of structures at Georgetown Reservoir; acquisition by gift, exchange, purchase, or condemnation of supplementary land; and for developing increased water supply for the District of Columbia and environs in accordance with House Document 480, Seventy-ninth Congress, second session; and necessary expenses incident thereto; including services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), but at rates for individual consultants not in excess of $100 per diem; to remain available until expended, $190,000.

GENERAL PROVISIONS SEC. 2. Except as otherwise provided herein, all vouchers covering Vouchers. expenditures of appropriations contained in this Act shall be audited before payment by or under the jurisdiction only of the accounting officer for the District of Columoia and the vouchers as approved shall be paid by checks issued by the Disbursing Officer without countersignature. SEC. 3. SEC. 9. Appropriations in this Act shall not be available for the payment of rates for electric current for street lighting in excess of 2 cents per kilowatt-hour for current consumed. SEC. 10.
