D e p artments of Labor, and Health, Education, and Welfare Appropriation Act, 1958.

AN ACT Making appropriations for the Departments of Labor, and Health, Education, and Welfare, and related agencies, for the fiscal year ending June 30, 1958, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following sums are appropriated, out of any money in the Treasury not otherwise appropriated, for the Departments of Labor, and Healthj Education, and Welfare, and related agencies, for the fiscal year ending June 30, 1958, namely: TITLE I—DEPARTMENT OF LABOR OFFICE OF THE SECRETARY

Salaries and expenses: For expenses necessary for the Office of the Secretary of Labor (hereafter in this title referred to as the Secretary), including payment in advance when authorized by the Secretary for dues or fees for library membership in organizations whose publications are available to members only or to members at a price lower than to the general public; and purchase of uniforms or allowances therefor, as authorized by the Act of September 1, 1954, as amended (5 U.S.C. 2131); $1,480,000, of which not more than $180,000 shall be for international labor affairs: Provided, That the limitation of $154,490 for international labor affairs appearing in the Department of Labor Appropriation Act, 1957 (70 Stat. 423) is increased to $159,490. Working capital fund: There is hereby established a working capital fund, to be available without fiscal year limitation, for expenses necessary for the maintenance and operation of (1) a central reproduction service; (2) a central visual exhibit service; (3) a central supply service for supplies and equipment for which adequate stocks may be maintained to meet, in whole or in part, the requirements of the Department; and (4) telephone, mail and messenger services: Provided, That any stocks of supplies and equipment on hand or on order on June 30, 1957, shall be used to capitalize such fund: Provided further, That the fund may be used to finance the cost of centralized procurement of supplies and equipment and that the fund shall be reimbursed in advance from available funds of bureaus, offices, and agencies for which services are performed at rates which will return in full all expenses of operations, including reserves for accrued annual leave and depreciation of equipment.
