ACT To extend the Agricultural Trade Development and Assistance Act of 1954, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Agricultural Trade Development and Assistance Act of 1954, as amended, rufcfVeginote. is amended as follows: (1) Sections 109 and 204 of such Act are amended by striking out f "^u^"c°"'i 7 o 9 "1957" and substituting in lieu thereof "1958". i724. (2) Section 103(b) of such Act is amended by striking out "$3,- ?"ig^^%r"^' 000,000,000" and inserting in lieu thereof "$4,000,000,000". Famine relief. (3) Section 203 of such Act is amended by striking out "$500,000, 7 USC 1723. 000" and inserting in lieu thereof "$800,000,000". (4) Section 104(e) of such Act is amended by striking out the i^J^^f^^*'""*"*'^ semicolon at the end thereof and adding a comma and the following: 7 USC i704. "for which purposes not more than 25 per centum of the currencies received pursuant to each such agreement shall be available through and under the procedures established by the Export-Import Bank for loans mutually agreeable to said bank and the country with which the agreement is made to United States business firms and branches, subsidiaries, or affiliates of such firms for business development and trade expansion in such countries and for loans to domestic or foreign firms for the establishment of facilities for aiding in the utilization, distribution, or otherwise increasing the consumption of, and markets for. United States agricultural products: Provided, however, That no such loans shall be made for the manufacture of any products to be exported to the United States in competition with products produced in the United States or for the manufacture or production of any commodity to be marketed in competition with United States agricultural commodities or the products thereof. Foreign currencies may be accepted iji repayment of such loans." (5) Within sixty days after any agreement is entered into for J^^f^^^ *" *^°"" the use of any foreign currencies, a full report thereon shall be made to the Senate and the House of Representatives of the United States and to the Committees on Agriculture and Appropriations thereof. (6) Section 304 of such Act is amended to read as follows: ^ ^^e i693. "SEC. 304. (a) The President shall exercise the authority contained trade'^e*?*"^*"* in title I of this Act (1) to assist friendly nations to be independent of trade with the Union of Soviet Socialist Republics and with nations dominated or controlled by the Union of Soviet Socialist Republics and (2) to assure that agricultural commodities sold or transferred thereunder do not result in increased availability of those or like commodities to unfriendly nations. "(b) Nothing in this Act shall be construed as authorizing transactions under title I or title III with the Union of Soviet Socialist Republics or any of the areas dominated or controlled by the Communist regime in China."
