For expenses necessary to provide staff assistance for the President in connection with special projects, to be expended in his discretion and without regard to such provisions of law regarding the expenditure of Government funds or the compensation and employment of persons in the Government service as he may specify, $1,375,000: Provided, That not to exceed 10 per centum of this appropriation may be used to reimburse the appropriations for "Salaries and expenses", The White House Office, for administrative services. EXECUTIVE MANSION AND GROUNDS

For the care, maintenance, repair and alteration, refurnishing, improvement, heating and lighting, including electric power and fixtures, of the Executive Mansion and the Executive Mansion grounds and traveling expenses, to be expended as the President may determine, notwithstanding the provisions of this or any other Act, $400,400.
