Directing the Secretary of the Navy to convey certain land situated in the State ^—^lUIH of Virginia to the Board of Supervisors of York County, Virginia.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary conveyMwe! ^*' of the Navy is authorized and directed to convey, by quitclaim deed, to the Board of Supervisors of York County, Virginia, for park and recreational purposes, all right, title, and interest of the United States in and to that tract of land situated in York County, Virginia, described as parcel numbered 202 on the property map. United States Naval Construction Training Center, York and James City Counties, Virginia, and consisting of three hundred acres more or less. SEC. 2. The conveyance authorized by this Act shall be conditional M«rk.t vidu«. upon the Board of Supervisors of York County, Virginia, paying to the Secretary of the Navy, as consideration for the tract of land conveyed under the provisions of this Act, an amount equal to 50 per centum of its fair market value as determined by the Secretary of the Navy after appraisal of such tract. SEC. 3. The cost of any surveys and appraisals necessary as an in- s»^«y co«t«. cident to the conveyance authorized herein shall be borne by the Board of Supervisors of York County, Virginia. SEC. 4. All mineral rights, including gas and oil, in the lands au- Mineral rights, thorized to be conveyed by this Act shall be reserved to the United States. SEC. 5. The conveyance of the property authorized by this Act p,^o«et.**^**'"* shall be upon condition that such property shall be used for park and recreational purposes, and that if the Board of Supervisors of York County, Virginia, shall cease to use the property so conveyed for the purposes intended, then title thereto shall immediately revert to the United States. SEC. 6. The conveyance of the property authorized by this Act shall ge^cy.°""^ • merbe upon the further provision that whenever the Congress of the United States declares *a state of war or other national emergency, or the President declares a state of emergency, and upon the determination by the Secretary of Defense that the property conveyed under this Act is useful or necessary for military, air, or naval purposes, or in the interest of national defense, the United States shall have the right to reenter upon the property and use the same or any part thereof, including any and all improvements made thereon by the Board of Supervisors of York County, Virginia, for the duration of such state of war or of such emergency. Upon the termination of such state of war or such emergency plus six months, such property shall revert to the Board of Supervisors of York County, Virginia, together with all appurtenances and utilities belonging or appertaining thereto. SEC. 7. In executing the deed of conveyance authorized by this Act, Conditiomi. the Secretary of the Navy or his designee shall include specific provisions covering the reservations and conditions contained in sections 3,4,5, and 6 of this Act.
