Reason for award unknown. In recognition of services rendered in the interest of Finland during the Russo-Finnish War 1939-40. For rendering in the sphere of his competence invaluable services to the Armed Forces of Greece as a member of the American Military Mission in Greece. Colonel SchalTer has efficiently coopertited to strengthen the good bonds of friendship existing between the Government of his country and the Cuban Government. In 1945-46, Colonel Schroeder took an essential part in the restablishment of navigation on the Rhine River. He also created between the United States, French, and British authorities excellent relations based on mutual confidence and close cooperation through his magnificent leadership. For exceptional services while in the performance of official duty as Army Attachfi to the American Ambassador to the Government of Venezuela. For services renaered to Spain while serving as United States Army Attache. As a member of the InterAmerican Defense Board he cooperated with Argentine autnorities in many ways. He was tour director for a group of 12 Argentine highranking officers who visited the United States in November 1947. Reason for award unknown.
