SUGAR ACT PROGRAM
For necessary expenses to carry into effect the provisions of the Sugar Act of 1948 (7 U.S.C. 110H161), $71,500,000, to remain available until June 30 of the next succeeding fiscal year: Provided, That expenditures (including transfers) from this appropriation for other than payments to sugar producers shall not exceed $2,297,426.

To carry into effect the provisions of the Eural Electrification Act of 1936, as amended (7 XJ.S.C. 901-924), as follows: LOAN

AUTHORIZATIONS
For loans in accordance with said Act, and for carrying out the provisions of section 7 thereof, to be borrowed from the Secretary of the Treasury in accordance with the provisions of section 3(a) of said Act, as follows: Eural electrification program, $136,000,000; and rural telephone program, $79,000,000; and additional amounts, not to exceed $26,000,000 for each program, may be borrowed under the same terms and conditions to the extent that such amount is required during the fiscal year 1960 under the then existing conditions for the expeditious and orderly development of the rural electrification program and rural telephone program.

SALARIES AND EXPENSES
For administrative expenses, including not to exceed $500 for financial and credit reports, and not to exceed $150,000 for employment pursuant to the second sentence of section 706(a) of the Organic Act of 1944 (5 U.S.C. 574), as amended by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), $9,632,000.
