"Naval Air Station, Niagara Falls, New York: Operational and training facilities, and utilities, $652,000." (b) Public Law 85-685 is amended under the heading "AIR NATIONAL GUARD OF THE UNITED STATEs" in clause (2) of section 603 as follows: (1) With respect to Barnes Field, Westfield, Massachusetts, strike out "$740,000" and insert in place thereof "$1,030,000". (2) With respect to various locations: Eunway arrestor barriers, strike out "$300,000" and insert in place thereof "$480,000". (c) Public Law 85-685 is amended under the heading "ARMT RESERVE" in clause (3) of section 603 as follows: (1) With respect to Canton, Ohio, strike out "$40,000" and insert in place thereof "$61,000". SEC. 503. The Secretary of Defense may establish or develop installations and facilities under this title without regard to sections 3648 and 3734 of the Revised Statutes, as amended, and sections 4774(d) and 9774(d) of title 10, United States Code. The authority to place permanent or temporary improvements on land includes authority for surveys, administration, overhead, planning, and supervision incident to construction. That authority may be exercised before title to the land is approved under section 355 of the Revised Statutes, as amended, and even though the land is held temporarily. The authority to acquire real estate or land includes authority to make surveys and to acquire land, and interests in land (including temporary use), by gift, purchase, exchange of Government-owned land, or otherwise. Si*:c. 504. Appropriations for facilities projects authorized by section 501 for the respective reserve components of the armed forces may not exceed—
