TITLE VII — I N T E E S T A T E COMMISSION ON THE P O TO MAC E IV E R B A S I N CONTRIBUTION TO INTERSTATE COMMISSION ON THE POTOMAC RIVER BASIN

To enable the Secretary of the Treasury to pay in advance to the Interstate Commission on the Potomac River Basin the Federal contribution toward the expenses of the Commission during the current fiscal year in the administration of its business in the conservancy district established pursuant to the Act of July 11, 1940 (54 Stat. 748), $5,000.

TITLE VIII—UNITED STATES SOLDIERS' HOME LIMITATION ON OPERATION AND MAINTENANCE AND CAPITAL OUTLAY

For maintenance and operation of the United States Soldiers' Home, to be paid from the Soldiers' Home permanent fund, $10,948,000, of which $5,587,000 shall remain available until expended, for construction of buildings and facilities, including plans and specifications: Provided, That this appropriation shall not oe available for the payment of hospitalization of members of the Home in United States Army hospitals at rates in excess of those prescribed by the Secretary of the Army, upon the recommendation of the Board of Commissioners of the Home and the Surgeon General of the Army. TITLE IX—GENERAL

PROVISIONS

SEC. 901. No part of any appropriation contained in this Act shall pr^j^mdal*^ ° ' be used for publicity or propaganda purposes not authorized by the Congress. SEC. 902. Appropriations contained in this Act, available for salaries and expenses, shall be available for services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a). ^o Stat. s lo. This Act may be cited as the "Departments of Labor, and Health, ®^°'"* "'^^' Education, and Welfare Appropriation Act, 1960". Approved August 14, 1959.

Public Law 86-159 AN ACT To amend title 14, United States Code, entitled "Coast Guard", to authorize the Coast Guard to sell supplies and furnish services not available from local sources to vessels and other watercraft to meet the necessities of such vessels and watercraft.
