SEC. 3. The Secretary of the Treasury is authorized and directed to pay, out of any money^ in the Treasury not otherwise appropriated, to the claimants hereinafter named, the sums hereinafter specified, representing the amounts reported by the United States Court of Claims to the Congress in response to H. Res. 319, Eighty-second Congress (congressional numbered 17876, decided January 15, 1958), in full satisfaction of their claims against the United States for compensation for personal injuries sustained as a result of the said explosion. SEC. 4. No part of the amount appropriated in this Act in excess of 25 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with these claims, and the same shall be unlawful, any contracts to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved August 7, 1959.

Be it enacted by the Senate and House of Representatives of the torn**""*" *' *^^*" ^^*^^^ States of America in Congress assembled, That the Secretary ™

of the Treasury is authorized and directed to pay, out of the W a r Claims Fund, to Dorman William Whittom, Anacortes, Washington, the amount certified to him under section 2 of this Act. The payment of such sum shall be in full settlement of all claims of Dorman William Whittom against the United States for detention benefits 62 Stat. 1242. under section 5(a) through 5(e) of the W a r Claims Act of 1948, as 68 Stat. 1033. 50 USC a p p. amended by the W a r Claims Act Amendments of 1954: Provided, 2004. That no part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding.
