AN ACT Foi- the relief of Giuseppe Antonio Turchi. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That, in the administration of the Immigration and Nationality Act, Giuseppe Antonio Turchi shall be deemed to be a nonquota immigrant and may be issued a visa and admitted to the United States for permanent residence if he is otherwise admissible under the provisions of that Act. Be It enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Nels Lund, Ankeny, Iowa, the sum of $9,441, as a gratuity for the death of his son, Koy Nels Lund (Veterans' Administration claim numbered XC-3,154,087), who was reported missing in action on or about February 13, 1943, and the "War Department established the presumptive date of death as of December 12, 1945, while serving on active duty with the Army of the United States: Provided, That no part of the amount appropriated in this Act shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved June 11, 1960. AN ACT For the relief of Placid J. Peioraro, Gabrielle I'ecoraro, and their minor child, .Joseph Pecoraro.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That, notwithstanding laches or any statute of limitations, jurisdiction is hereby conferred upon any United States district court to hear, determine, and render judgment in accordance with the procedures of the Federal tort claims provisions of title 28 of the United States Code, upon the claims of Placid J. and Gabrielle Pecoraro and of their minor child, Joseph Pecoraro, all of Rochester, New York, against the United States for expenses, losses, damages, or injuries alleged to have resulted from the improper handling of the delivery and improper medical care at the time of the birth of the said Joseph Pecoraro on September 18, 1948. The action authorized by this Act must be commenced within one year of the date of enactment of this Act: Provided, That the passage of this Act shall not be construed as an inference of liability on the part of the Government of the United States.
