effort shall be made to improve the welfare and well-being of the inhabitants of the Eyukyu Islands and to promote their economic and cultural advancement, during such time as the United States continues to retain authority over the Eyukyu Islands. SEC. 2. All fines, fees, forfeitures, taxes, assessments, and any other revenues received by the Government of the Eyukyu Islands shall be covered into the treasury of the Eyukyu Islands and shall be available for expenditure by the Government of the Eyukyu Islands. SEC. 3. Revenues derived by the United States civil administration of the Eyukyu Islands from the following sources shall be deposited in separate funds, which are hereby authorized to be established by the Hi^h Commissioner of the Eyukyu Islands, and shall be available for obligation and expenditure m accordance with annual budget programs approved by the President: (a) Public-benefit trusts, business-type operations, funds, and enterprises established by the civil administration of the Eyukyu Islands, or its predecessor agencies; (b) Corporations wholly or partly owned by the civil administration of the Eyukyu Islands; and (c) Fines, fees, and forfeitures received by the civil administration of the Eyukyu Islands. SEC. 4. There is hereby authorized to be appropriated not to exceed $6,000,000 in any fiscal year for obligation and expenditure in accordance with programs approved by the President, for: (a) promoting the economic development of the Eyukyu Islands and improving the welfare of the inhabitants thereof; (b) reimbursing the Government of the Eyukyu Islands for services performed for the benefit of and by reason of the presence of the Armed Forces of the United States within the Eyukyu Islands, including but not limited to reimbursement for such services in the fields of public health and safety, in annual amounts which may be paid in advance to the Government of the Eyukyu Islands; and (c) emergency purposes related to typhoons or other disasters in the Eyukyu Islands. Preference shall be given to programs in which the Government of the Eyukyu Islands participates by sharing part of the costs or contributing other resources. SEC. 5. The term "Eyukyu Islands," as used in this Act, means Nansei Shoto south of twenty-nine degrees north latitude, excluding the islands in the Amami Oshima group with respect to which all rights and interests of the United States under article 3 of the Treaty of Peace with Japan have been relinquished to Japan. SEC. 6. Nothing in this Act shall be construed to extend the application of any law of the United States to the Eyukyu Islands which would not otherwise be applicable there. SEC. 7. All financial transactions of the United States civil administration of the Eyukyu Islands, including such transactions of all agencies or instrumentalities established or utilized by such administration, shall be audited by the General Accounting Office in accordance with the provisions of the Budget and Accounting Act, 1921, as amended, and the Accounting and Auditing Act of 1950, as amended. The representatives of the General Accounting Office shall have access to all books, accounts, records, reports,- files, and all other papers, things, or property belonging to or in use by such administration, agencies, or instrumentalities, and necessary to facilitate the audit. This section does not apply to the Government of the Eyukyu Islands. Approved July 12, 1960.
