AN ACT To amend certain laws relating to Federal-aid highways, to make certain adjustments in the Federal-aid highway program, and for other purposes.

TITLE I—FEDERAL-AID HIGHWAY PROGRAM

SEC. 101. SHORT TITLE. This Act may be cited as the "Federal-Aid Highway Act of 1961". SEC. 102. APPROVAL OF ESTIMATE OF COST OF COMPLETING THE INTERSTATE SYSTEM. The estimate of cost of completing the Interstate System in each State, transmitted to the Congress on January 11, 1961, by the Secretary of Commerce pursuant to the provisions of.section 104(b)(5) stlt^ Vis'. ^^°' ^^ ^^ ^^^^^ ^^5 United States Code, and published as House Document Numbered 49, Eighty-seventh Congress, first session, is hereby approved as the basis for making the apportionment of the funds authorized for the Interstate System for the fiscal years ending June 30, 1963, 1964, 1965, and 1966. SEC. 103. REVISION OF AUTHORIZATION OF APPROPRIATIONS FOR INTERSTATE SYSTEM. Subsection (b) of section 108 of the Federal-Aid Highway Act of 23 u*sc lo^inote ^^^^1 ^^ amended, is amended to read as follows: " (b) AUTHORIZATION or APPROPRIATIONS.—For the purpose of ex-

pediting the construction, reconstruction, or improvement, inclusive of necessary bridges and tunnels, of the Interstate System, including extensions thereof through urban areas, designated in accordance with the provisions of subsection (d) of section 103 of title 23, United States Code, there is hereby authorized to be appropriated the additional sum of $1,000,000,000 for the fiscal year ending June 30, 1957, which sum shall be in addition to the authorization heretofore made for that year, the additional sum of $1,700,000,000 for the fiscal year ending June 30, 1958, the additional sum of $2,200,000,000 for the fiscal year ending June 30, 1959, the additional sum of $2,500,000,000 for the fiscal year ending June 30, 1960, the additional sum of $1,800,000,000 for the fiscal year ending June 30, 1961, the additional sum of $2,200,000,000 for the fiscal year ending June 30, 1962, the additional sum of $2,400,000,000 for the fiscal year ending June 30, 1963, the additional sum of $2,600,000,000 for the fiscal year ending June 30, 1964, the additional sum of $2,700,000,000 for the fiscal year ending June 30, 1965, the additional sum of $2,800,000,000 for the fiscal year ending June 30, 1966, the additional sum of $2,900,000,000 for the fiscal year ending June 30, 1967, the additional sum of $3,000,000,000 for the fiscal year ending June 30, 1968, the additional sum of $3,000,000,000 for the fiscal year ending June 30, 1969, the additional sum of $3,000,000,000 for the fiscal year ending June 30, 1970, and the additional sum of $2,885,000,000 for the fiscal year ending June 30, 1971." SEC. 104. AGREEMENTS RELATING TO USE OF AIRSPACE ON INTERSTATE SYSTEM. (a) The last sentence of section 111 of title 23 of the United States Code is amended to read as follows: "Such agreements may, however, authorize a State or political subdivision thereof to use or permit the use of the airspace aoove and below the established grade line of the
