AN ACT Making appropriations for sundry independent executive bureaus, boards, commissions, corporations, agencies, and ofllces, for the fiscal year ending June 30, 1962, and for other purposes.

sunis are appropriated, out of any money m the Treasury not otherwise appropriated, for sundry independent executive bureaus, boards, commissions, corporations, agencies, and offices, for the fiscal year ending June 30, 1962, namely: TITLE I EXECUTIVE OFFICE OF THE PRESIDENT NATIONAL AERONAUTICS AND SPACE COUNCIL SALARIES AND EXPENSES

For expenses necessary for the National Aeronautics and Space Council, established by section 201 of the National Aeronautics and A^te ^'46* ^^^' ^P^^® ^^* ^^ ^^^^' ^^ amended (42 U.S.C. 2471), including hire of "'*' ^' • passenger motor vehicles, reimbursement of the General Services Administration for security guard services, and services as authorized by 60 Stat. 810. section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), but at rates for individuals not to exceed $100 per diem, $320,000. For expenses necessary for the Office of Civil and Defense Mobilization, including services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a); reimbursenient of the General Services Administration for security guard services; purchase of one passenger motor vehicle at not to exceed $6,000; expenses of attendance of cooperating officials and individuals at meetings concerned with civil defense and defense mobilization functions; not to exceed $3,000 for emergency and extraordinary expenses to be expended under the direction of the Director for such purposes as he deems proper, and his determination thereon shall be final and conclusive; and not to exceed $900,000 for expenses of travel; $25,000,000: Provided, That the foregoing amount shall be available for not to exceed 310 positions in the District of Columbia area: Provided further. That contracts for not to exceed two persons under this appropriation for temporary or intermittent services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), may be renewed annually, and one such contract, for the services of an expert or consultant for telecommunications, may provide for a per diem rate of not to exceed $75. CIVIL DEFENSE AND DEFENSE MOBILIZATION FUNCTIONS or FEDERAL AGENCIES

For expenses necessary to enable other Federal agencies to perform such civil defense and defense mobilization functions as may be designated by the Office of Civil and Defense Mobilization, including payments by the Department of Labor to State employment security agencies for the full cost of administration of defense manpower mobilization activities, $5,000,000.
