For expenses, not otherwise provided for, necessary to enable the Secretary of State to carry out the functions of the Department of State under the provisions of the Mutual Educational and Cultural Exchange Act of 1961 (75 Stat. 527) and the Act of August 9, 1939 (22 U.S.C. 501), including salaries, expenses, and allowances of personnel as authorized by the Foreign Service Act of 1946, as amended (22 U.S.C. 801-1158); hire of passenger motor vehicles; not to exceed $18,000 for representation expenses; not to exceed $1,000 for official entertainment within the United States; services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a); and advance of funds notwithstanding section 3648 of the Revised Statutes, as amended; $41,950,000, of which not less than $14,515,000.shall be used to purchase foreign currencies or credits owed to or owned by the Treasury of the United States: Provided, That not to exceed $1,832,000 may be used f br administrative expenses during the current fiscal year. To enable the Secretary of State to provide for carrying out the provisions of the Center for Cultural and Technical Interchange Between East and West Act of 1960, by -grant to any appropriate agency of the State of Hawaii, $8,34(),000: Provided, That none of the funds appropriated herein shall be used to pay the salary, or to enter into any contract providing for the payment thereof, to any individual in excess of $20,000 per annum. For an additional amomit for necessary expenses for the survey and construction of the Rama Road, Nicaragua, in accordance with the provisions of title 23, United States Code, section 213, and the Act of September 2, 1958 (72 Stat. 1709), $1,500,000, to remain available until expended: Provided, That transfer of funds may be made from this appropriation to the Department of Commerce for the performance of work for which the appropriation is made.
