Private Law 87-658 AN ACT For the relief of Arthur H. Brackbill.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That Arthur H. Brackbill, Lancaster, Pennsylvania, an employee in the postal field service, is hereby relieved of all liability to refund to the United States the sum of $399.31. Such sum represents the amount of certain overI3ayments of compensation made to the said Arthur H. Brackbill through administrative error in the determination of his longevity benefits as a postal field service employee. I n the audit and settlement of the accounts of any certifying or disbursing officer of the United States full credit shall be given for the amount for which liability is relieved by this Act. SEC. 2. The Secretary of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Arthur H. Brackbill, Lancaster, Pennsylvania, the sum certified to the Secretary of the Treasury by the Postmaster General as the sum of amounts paid to the United States by the said Arthur H. Brackbill, or withheld from amounts otherwise due him from the United States, by reason of the liability referred to in the first section of this Act: Provided, That no part of the amount appropriated in this section shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this section shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved October 15, 1962.
