"(2) Any such civil penalty may be compromised by the Administrator in the case of violations of titles III, V, VI, or X II, or any rule, regulation, or order issued thereunder, or by the Board in the case of violations of titles IV or VII, or any rule, regulation, or order issued thereunder, or under section 1002(i), or any term, condition, Qj. lijnitation of any permit or certificate issued under title IV, or by the Postmaster General in the case of regulations issued by him. The amount of such penalty, when finally determined, or the amount agreed upon in compromise, may be deducted from any sums owing by the United States to the person charged." SEC. 13. Section 902(a) of the Federal Aviation Act of 1958 (49 U.S.C. 1472(a)) is amended to read as follows: ((GENERAL "SEC. 902. (a^ Any person who knowingly and willfully violates any provision of this Act (except titles III, V, VI, VII, and X II), or any order, rule, or regulation issued by the Administrator or by the Board under any such provision or any term, condition, or limitation of any certificate or permit issued under title IV, for which no penalty is otherwise provided in this section or in section 904, shall be deemed guilty of a misdemeanor and upon conviction thereof shall be subject for the first offense to a fine of not more than $500, and for any subsequent offense to a fine of not more than $2,000. If such violation is a continuing one, each day of such violation shall constitute a separate offense." SEC. 14. (a) That portion of the table of contents contained in the first section of the Federal Aviation Act of 1958 which appears under the heading "Sec 401. Certificate of public convenience and necessity."' is amended by adding at the end thereof the following: "(n) Additional powers and duties of Board with respect to supplemental air carriers." (b) That portion of such table of contents which appears under the heading "TITLE IV—AIK CABRIEB ECONOMIC REGULATION" is amended by adding at the end thereof the following: "Sec. 417. Special operating authorizations. "(a) Authority of Board to issue. "(b) Terms of authorization. "(c) Procedure." (c) That portion of such table of contents which appears under the heading "Sec. 901. Civil penalties." is amended by striking out "(a) Safety and postal offenses." and inserting in lieu thereof "(a) Safety, economic, and postal offenses.". Approved July 10, 1962.

AN ACT rj^^ amend the Communications Act of 1934 in order to give the Federal Communications Commission certain regulatory authority over television receiving apparatus. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 303 of ^j^g Communications Act of 1934 (47 U.S.C. 303) is amended by inserting at the end thereof the following;
